I am having trouble citing a website. There isn't an author or title, not sure where to begin.

There isn't always a person's name listed as author
A company or corporation can be an author, which is what this website has. The corporate author is listed at the bottom of the page and is Corporation for Educational Radio & Television. The title is Closing the Achievement Gap: Charter School FAQ.
